New York Colocation  – An Overview

The New York metro area is home to more data-centers and colocation facilities than nearly all other metro regions in the world. New York has a large concentration of businesses making it one of the most densely populated corporate populations in the world. The New York area is know for being the banking capital of the world, the pharmaceutical capital of the world and the telecom capital of the world. Each one of these massive computing bases requires an ever-growing supply of colocation and data-center facilities to securely store data, host remotely accessed applications and interconnect hundreds of thousands of office buildings to data-centers.

New York Metro Area

The New York Metro Area or Tri-State Area consists of New York city and its five boroughs, South East New York State such as Rockland and Westchester Counties, New Jersey and Connecticut. In recent years the majority of colocation and data-center activity has migrated to Northern New Jersey. While Manhattan still has several primary data-center buildings that are heavily utilized, nearly all mission critical applications and financial exchanges and matching engines have been moved to New Jersey and reside in only a few actual buildings.

The primary reason to relocate mission critical applications outside of New York City was disaster recovery post September 11 attacks in 2001. Before the 911 attacks, datacenter space in New Jersey was considered a cheaper colocation solution for both datacenter infrastructure and power. Once housing primary applications in New York City became a risk, New Jersey became the most desirable location for production systems with other areas in New Jersey or the United States becoming disaster recovery nodes.

There are other advantages of colocating infrastructure in New Jersey, one of them being newer infrastructure and higher power capacity per square foot. Many of the remaining datacenters in New York City can offer 45 to 75 watts per square foot of cage space compared to the 200 watt and upward per square foot offered in new buildings in New Jersey. Another advantage of moving outside of the actual city is that the datacenters can be purpose-built and stand alone structures which provide better general security and protection from environmental issues and have more power redundancy options available.

SAS 70 or SSAE16 Datacenter Colocation

The important distinction between the two types of SAS 70 reports is the level of testing, and therefore, the level of assurance the SAS 70 report provides. The auditor’s report is directed at the description of controls provided by the service organization.

In a Type I report, the auditor’s opinion states that the description is reasonably accurate, the controls described are suitably designed to achieve specified control objectives, and the controls have been implemented as of a specified date. This opinion is therefore a point in time opinion.

The Type II report offers more assurance because, in addition to stating that the description is reasonably accurate, the controls described are suitably designed to achieve specified control objectives, and the controls have been implemented, the auditor’s opinion also states that the controls described operated effectively over a specified period of time. The time period specified is typically six months to a year. Obviously, the marketplace greatly prefers the increased level of assurance offered in a Type II report.

Benefits of SAS 70

Service organizations receive significant value from the performance of a SAS 70 engagement:

  • A SAS 70 audit provides assurance for SOX, bank regulators, HIPAA, user organizations, and more.
  • Very often, the SAS 70 engagement results in the identification of opportunities for improvements in operational areas. SAS 70 can dramatically improve your internal control resulting in minimized risk of error, irregularities, and fraud.
  • A SAS 70 audit with an unqualified opinion can be used as a marketing tool to show potential customers you are committed to the development of sound internal safeguards and business practices. SAS 70 can differentiate you from your peers.
  • Without a Service Auditor’s Report, service organizations may have to respond to multiple audit requests from their clients and their respective auditors, which will strain resources. A SAS 70 report will ensure that all user organizations and their auditors have access to the same information and in many cases will satisfy the user auditor’s requirements
